Unable to moderate comments

This problem arose in 2.2 as well after the first upgrade from 2.0 The problem is that I canoot access moderation.php in the admin panel…it redirects to a 404 or 403 error page. This means I cannot access my coments page to view and delete them…nor can I moderate the new comments that pop up. Someone help please.

The same applies with comments.php all other features are fine.
