Unable to merge cells in table

when an option is greyed out is because can’t be applied in that particular scenario.

Is possible to have the HTML from code editor with guidelines to reproduce the scenario?

I worked it out. If I set the background colour of the cell to the right to the same value as the cell on the left, then it lets me merge them.
