Unable to Install URL Rewrite Module

Hi
I need to install the URL Rewrite Module to enable Pretty Permalinks because my server runs IIS 7.

When I try to do so I get an error message:
“This installation pack cannot be installed by the Windows installer. You must install a Windows pack that contains a newer version of the Windows Installer Sevice.”

My computer is running Windows XP, Service pack 3, v. 5755 and I understand that’s the latest version. I have had no reply from the Rewrite Module forum.

Does anyone have any suggestions?
