Unable to import from one WP blog to another WP blog

OK, in the interest of not duplicating posts, I thought I could tag on with another experiencing similar problems. I will go ahead and post a new question since that did not seem to work:

I want to export blog a and import it into blog b. Both are WP and both have databases in same host.

Blog a will not give me an export button. The rest of the buttons are present. I exported with Advanced Export plugin. The XML file then imports into blog b. I get as far as adding attachments. When I check the add box, immediately the list of imported tags and categories appears. The entire text file ends up in the media library. No posts appear anywhere. This occurs every time even if I attempt to export only the posts from one category, all the tags and categories, minus the posts, imports into the media library.
