Unable to find the IP2Location BIN file

I have installed and then uploaded bin file as per instructions but still get:
Unable to find the IP2Location BIN file! Please follow the below instructions to install the BIN file.
Does it need an updated database or is something else wrong?
WordPress 3.8 running Atahualpa theme.
