Unable to edit plugins

I recently reinstalled WordPress completely to v3.5 from the website. After creating a new database and reinstalling WP, I noticed a few issues.
1. the wp-admin folder did not have a .htaccess file. I’m not sure if it’s needed, but i manually installed one.
2. When clicking the “Edit” link under any of the plugins, I get redirected to an error page that states:
Internet Explorer cannot read this webpage format
HTTP 406

I need access to “Edit” so how can I correct this error?
