Unable to Edit

One of our admin’s upgraded wordpress and our site is not allowing us to make any changes. i read the forums and tried to change the plugins to see if it is the plugin issue but with no results. but we change the theme from Buntington to Twenty Nineteen it allows us to change. It is an work around but an overhead for us. We cant add a new page either. Seems like a Theme issue. Any help is appreciated.
