Unable to downgrade from 5.4

I am trying to downgrade from 5.4 to 5.3.3 After I put in the desired version and I click ‘Up-/Downgrade Core’ it brings me to the WordPress Updates page but there is no option to change the core. There are only the options to update Plugins, Themes, and Translations.

I have tried various browsers with same issue.
