Unable to Deactivate Plugins

After recently upgrading to 5.3.1 (not sure it’s related or not), I am suddenly unable to deactivate any and all plugins.
I can click the “deactivate” link or tick the box and choose “Deactivate” from the pulldown after selecting all, and it just gives me the status dialog at the top, “Plugin Deactivated” – but they’re not.
I am also unable to reset the plugins folder using MyPHPAdmin since it throws an error, telling me my user is unable to edit the table, but I am taking that up with NetSol now.
Anyone have any other advice?
