“Unable to create directory” when uploading an image

I have been stuck on this one for 4 weeks now and are having to luck reading through other posted suggestions.

I have tried changing permissions to 777, 766, 755, 776 etc.

Also I get
“You do not have sufficient permissions to access this page.”
when I try and upgrade to 2.8 also

Please help me?
