Unable to connect to Paypal

We’ve spent half a day trying to get EDD connected to Paypal.
Regardless of what we do, we get this message on the Paypal screen:
Connection failure: Please ensure browser popups are enabled then click the button below to connect again. If you continue to experience this error, please contact support.
But here’s the thing – we ARE getting connected to Paypal, and go through the same process over and over and over. And in the end, we get:
Thanks for choosing Paypal, etc.
You’re all set to start accepting payments when you sell on Easy Digital Downloads, etc.
And we’re brought back to the website – where we get the connection failure message again.
No cache running. We’ve turned on debug in EDD, and here’s what the log reports:
