Unable to connect to localhost

I took a desktop for repair and the list of “repairs” performed by the technician said “Computer was set to boot in selective start-up mode — returned to normal mode”. When I now try to access WordPress with “https://localhost/wordpress/” I get “This webpage is not available”.
I think he unwittingly knocked out the background Apache start-up on which all depends, but it’s been a long time since I installed WP and I can’t remember or find how that is set-up. Can anyone advise (a) whether my fuzzy memory is correct and (2) if so, what to do?
