That is a strange message and not one I’ve previously seen when trying to connect the Google Listings & Ads plugin to a Google Account or other service.
Looking at line 350 of the WordPress core software wp-admin/includes/menu.php
file the line of code within that file is below. It seems to be related to a possible permissions error on your site not allowing access to an admin page.

What connect button are you receiving this message after clicking as there are several on the page. Is it the first WordPres.com connection button?

A few things to try are this.
Make sure you’re logged into the site with the main Administrator account.
If you’ve got any plugins installed on the site which allows you to change user permissions on user roles changes using those types of plugins could have affected something and triggered this error from WordPress.
It could also be some code from another plugin or theme which has caused a possible conflict initiating this peculiar behaviour and error.
To see if that is the case we’d suggest carrying out a conflict test on your site by disabling all other plugins aside from WooCommerce, Google Listings & Ads along with switching to a theme like Storefront. Once the site is in that configuration try connecting to your Google Account again using the connect buttons.
This will help with trying to and locate what software you have installed which could possibly be causing this behaviour? You could use a free plugin called Health Check and Troubleshooting to carry out such testing.
When in Troubleshooting mode all plugins will be deactivated and only the admin of the site carrying out the troubleshooting would see those changes. Any customers visiting the site would see no changes at all.
Once you have disabled all other plugins and switched themes if the behaviour is resolved you can then enabled your theme and sites plugins testing after each one is enabled until the behaviour returns to locate the culprit.
