unable to assign roles in Multisite installation 3.1.4

    Hi,
    Having installed 3.1.4 I am running multisite with 4 sites.
    I am not able to assign user roles to any users, nor assign them to specific sites.
    The admin>setting>general does not have a ‘set default user role’ option, nor can this be done within the edit user.
    Can anyone suggest what I’m doing wrong?
