No, I have seen it before. The screen shot is familiar. The admin style sheet is not loading (completely) for some reason. In my case, re-uploading the files solved it for me once. Although others say that is not always the solution.

I re-uploaded the files several times.. even restarted from scratch like twice…

I get

when i attempt to reinstall like it says on some of this threads… any clues why?

i tried it again it says

Briefly unavailable for scheduled maintenance. Check back in a minute.

i guess thats what it does when its updating right?

ok, restarted install from scratch, had to go back to the db, dropped all entries, and resetup blog, but still same thing.. After setup, automatic reinstall was successful. Also read in the forums entries suggested, but still same problem.
