TypeError thrown

Plugin could not be activated because it triggered a fatal error in a local site copy of a production site where the plugin works fine. Also in the local site it has worked well until I had to reinstall everything due to a XAMPP issue.
Twenty-one activated and all other plugin deactivated.Error log:
