Two Sites – Shared Users – Do I go Multisite

I am working on a site where I have membership content on both sites. I want users to be able to upgrade their membership to add access to the second site.

Example
https://site1.mydomain.com (main site)
https://site2.mydomain.com (secondary site)

I will likely be using WooCommerce Membership or Subscriptions for the sites.

I want users to be able to join the membership to just site1 or just site2 but have the option to bundle/upgrade their membership to have access to both.

I have them as two separate sites because the themes and content is very different and target different markets.

In this scenario, should I set up a multisite or would a plugin be sufficient using two separate installs of WordPress.
