Two sites different renamed URL format

I have two domains both running WordPress V 4 both running Rename wp-login. When I go to the Permlinks page to set the new login page one forces me to have <Domain>/?<newlogin> the other does not force the ? in the url, for example https://www.mydomain.com/?mynewloginpage and https://mydomain2.co.uk/mynewloginpage.
Note the ? in the url is not present in both new links
