Two-Factor Authentication not working

Hello,
I want enabled Two-Factor Authentication for all user roles but for administrator it is disabled and can not user dropdown to change it. What am I missing?

this linked doesn’t say anything about administrator. This how I see panel: https://prnt.sc/IAzh5AEZR16c It is said that is it disabled.
