Twitter elevated access not working

Hi,
I’m trying to follow these instructions for setting up a twitter api key:
https://support.heateor.com/how-to-get-twitter-api-key-and-secret/When I visit the elevated access page on twitter ( https://developer.twitter.com/en/portal/products/elevated ) it always redirects to https://developer.twitter.com/en/portal/products/ so I can’t apply.
How can I get around this?
