    TwentyThirteen natively supports responsive design, which is what allows a site to cleanly scale to any screen size. If you’re hard-coding widths into the CSS of your child theme you’ll override these settings. What you’re looking for is how to use media queries. Media queries are what allow the browser to select the proper stylesheet rules based on the viewport (screen size reported by the browser).

    This book is a good choice for getting familiar with the principles of responsive design. So is this one. And this one.

    I can’t afford any of these publications at the moment, are there any free online resources out there that you are aware of ?

    It appears your site is working in a responsive format. The only issue may be with your header image which appears to be 1600 pixels in width. Try using an image smaller than 768 pixels in width.
