Twenty Fifteen: Adjusting line spacing, padding, and font sizes

Very simple. I like the Twenty Fifteen theme, mostly. I think it uses too much whitespace though. Is CSS the way to fix this, or is JavaScript running the show? I do not want to mess up the responsiveness to display area. I just want to reduce the amount of white space consumed and place a reasonable upper limit on font sizes.
I’ve already converted Noto fonts to Helvetica. (preference on my part). I still see references to Noto in the emitted code. How do I get rid of those?
I can use the CSS editor.
I don’t know PHP.
I’m not much better at JavaScript.Thanks.
