[Twenty Eleven] child theme missing Appearance > Theme Pptions

I created a child theme following these directions
It seems fine, but when I wanted to change the layout and couldn’t figure out how, I discovered that the theme options link did not exist in the dashboard (“Appearance > Theme Options” under the Menue’s options where it should be).
When I changed back to the Twenty Eleven theme the options link appeared again.
When I read other documentation about creating a child from this theme, it looks as though the theme options should still be available.
Any idea about what I did wrong? I just re-installed wp and created the child theme right away so as not to mess with the original theme.
