Turning off Aggregate all Linked JS-files

Hope all is well and that you and yours are safe during this extraordinary time.
I’m wondering, does turning off the following setting end up limiting the optimization of a site?
“Aggregate all linked JS-files to have them loaded non-render blocking? If this option is off, the individual JS-files will remain in place but will be minified.”
I’m working on 67Biltmore.com with Divi as the them and the WP Front Notification Bar would not appear with that setting turned to on, so I had to disable it, but does that mean I’m not really optimizing as well as I could be with the setting turned off?
