Turned off admin emails but I am still recieving them

I have a form for people to sign up to be a member of the website that requires admin approval but it is not the issue. The issue is that even when I had activated admins to receive emails for new signs up and now that I have turned it off (I believe) it is still sending me sign up emails and password change emails for users. These users are seemingly spam. And when I sign in to my admin dashboard, none of these sign ups appear in the users for approval or user requests. I am unsure how to solve this and I tried searching through support messages to see if someone has this issue. I suppose the issue may be tied to the fact that they are signing up without the form that I am using with User Registration.
