turn off privacy bar not saving in checkbox

This is odd. Some sites it works. Some it doesn’t. I *think* the common factor is in the multisite installations. Have you heard of anyone trying to toggle off the privacy bar but it turns back on?

I’ve unchecked the box for the privacy bar, but after I hit save…it comes back.
