Turn off Comments in 2.7

Hi,

Can anyone tell me where or tell me how to turn off all comments for posts in general, or atleast require approval of all comments before going up on the site?

I’ve looked in codex.www.remarpro.com and found some stuff, but it doesn’t seem to make sense with the 2.7 interface…like it’s saying go to “options, then discussions”…i can’t even find those options anywhere..
