Trying to get a background image across site

Hi,

I’m new to WP and the Customize templates.

I want a soft bubble look all over the site, including the Home Page.

I have placed this in the Custom CSS

‘background: url(/wp-content/uploads/2014/07/bubbles.png) ;’

but it doesn’t show.

It does show in the browser ..

‘https://223.130.27.185/~carspacom/wp-content/uploads/2014/07/bubbles.png’

Have tried a few things I have read and seen in forums but no go and my experience is limited.
