Trying to fix a broken website…stuck on 5.2, media library not working

When I upgraded this site from flat files to WordPress a couple years back I used a commercial template. Now the template and theme are no longer supported and the site is broken in several ways. The media library, which contains service archives and similar, is completely broken…the files are still there, but I can’t get them to display or download. Much of the theme functionality never worked properly. And while I was troubleshooting, I noticed that the installation was stuck on WP 5.2…it always said, “you have the latest version” which was comforting, but as it turns out that’s wrong.
Aside from the media library which I already have backups of there’s not a whole lot of content which I would miss, so creating a clean install from scratch is a possibility. The site is self-hosted on our NAS and I’ve made a copy with Duplicator on a development site. But, when I tried to follow the instructions on WordPress Updates I ended up with the White Screen of Death…you can go to the development site to verify.
All plugins were deactivated and a fresh backup made immediately prior to the attempt to upgrade manually. As I said, a clean install is a possibility. But, if possible, I’d like to save what we have on the existing site. Asking for recommendations.
