Trusted Customers Group and sell limitations

Dear guys and experts, Hi
we sell license through license manager plugin and we made auto-complete paid orders.
know we need to make groups of customers which they have been confirmed by us.
A group with name of “trusted customers”, we need to config woocommerce sell just to trusted customers group. to avoiding the use of stolen bank cards.
so please help me to do this and if there’s any suggestion for customers confirmation code with sms.
