Truncated links & character encoding

I implemented the suggestion to encode the twitter feed links as UTF8 but some of the links are still getting strange characters displayed (diamond with question mark). It seems to be happening when the link is at the end of a tweet as if it’s being truncated.
For example, a link that should be:
https://t.co/HT5foHRI43
Is being displayed as:
https://t.co/HT5???
And with UTF8 encoding is displayed as:
https://t.co/HT5a?|I suspect it has something to do with the preg_replace in the ai_makeLink function.
