Troubleshooting won’t stay on

I’ve been trying to troubleshoot an issue. Usually I would be able to click through to click through plugins to “enable while troubleshooting”, but it randomly just stops troubleshooting… Troubleshooting mode turns off unexpectedly, and I have to start again. Sometimes troubleshooting doesn’t work at all. It just shows the normal plugins list without any of them disabled for troubleshooting.

I thought maybe it was a caching issue, but then even after turning off all my caching and optimizations, the issue still occurs. It doesn’t seem to be related to any specific plugin that I enable (also because sometimes it just doesn’t start)

Sometimes if I refresh the page, it goes back to the state it should be in. Sometimes not.

What might I be doing wrong?
I guess this is the point where I copy over to a staging environment and actually disable plugins for real to test.
