Troubleshooting Mode sets remaining plugins deactivated if one requires another

Enabling the troubleshooting mode and trying to activate a plugin that depends on another plugin let’s say:
CF7 Smart Grid Design Extension depends on CF7.
Activating CF7 SMGDE before activating CF7 would stop the troubleshooting mode from working and sets all remaining plugins like they were never activated.So deactivating the troubleshooting mode would now cause that all plugins not activated during the troubleshooting mode are actually turned off.
