Trouble with unresponsive CSS Stylesheet, theme51223

I seem to be having problems with the custom css stylesheet, any changes or custom css code I input into the stylesheet do not seem to be changing my site whatsoever..

I am using theme51223

has there been a change with the css input since the last wordpress update???
confused and frustrated…
