Trouble with media , https:///?paged in pagination link

Links within Admin > Manage > Media Library seem to be wonky. It’s as though there is not site site in settings. Page navigation links don’t work.. for example, clicking the href associated with page two is “https:///?paged=2”. Notice, no URL where it should be. It is, indeed, set in settings. Miscellaneous settings are set to default.

Also, the site doesn’t want to “remember me” anymore (since 2.5 to 2.6 upgrade). It works for a while, but asks for reauthentication often.

Any thoughts?
