trouble with 4.0 importer

I’m trying to move the content from a WP site to a clean install fo 4.0 on a new server. The xml file is 1.6MB, under the 2.0 MB limit. However when I import it, the dashboard just gives me the import header and the file gets placed in the media file. There was a previous post during the beta stage and included a link to a demo xml file. I tried importing that one and got the same results.
Did the bug reappear in 4.0? Or could this be a configuration problem on the server side? Any help would be appreciated.
