Trouble changing FTP permissions on a plug-ins folder

I’m trying to fix a broken plug-in but suddenly I have a folder that suddenly is unwrittable. I get a message that says the folder “does not exist or is not writable. You can create the folder or change its permission manually.”
So when I find the folder via FTP, I choose the “properties” in FireFTP (in Firefox) and suprisingly whatever I choose is set to 000. I try to change permissions to 755 on the folders and I get an error message:
500 'SITE CHMOD 0755 wpcf7_captcha': command not understood : /wp-content/uploads/0755 wpcf7_captcha
Is this a WP error, or do I need to contact my hosting company? I have other sites on the same hosting company using this same plug-in with no problem.
