Trigger Based off Country

Is there any plans to make this popup only show for countries that require it? For example, I am only selling in the United States for now and this is not a requirement. Therefore I would not need the consent from a United States customer. If my understanding is right abou the new law. We plan on going international soon but this has delayed us.
