Transparent header menu location

If I want transparent header, I would need to move the menu to close to the top?

This is because, I assume, a transparent header has no bottom but instead is up to each individual page to define where the bottom of the header is. One page can have a tall image header while another page can have a short image header. Both would look fine if the menu is on the top of the page, but would look misplaced if it is not at the top.

The menu on my site is not at the top right now. I think because my header title is too long or too large and push the menu down. So in order to have transparent header, I would have to delete the header title, so the menu can move to the top? Is it possible to put the site title below the menu?

Currently the transparent header option is turned on but the color in the header is not transparent.
