Translation problems

readme says:
“As of version 6.3, Theme My Login no longer ships with translation files. Translations will be available at https://downloads.jfarthing.com”
but https://downloads.jfarthing.com is not accessible.so for the czech translation i
a) prepared “theme-my-login_cs_CZ.mo” with translations
b) put this file into TML plugin/language folderand, of course. i have a line “define(‘WPLANG’, ‘cs_CZ’);” in wp-config.php
but i can’t see my translation either on frontend or on backend.
did i do something wrong?
