Translating Language

I try to use POEDIT to translate to Chinese.
and I created a folder zh_TW and put zh_TW.po and zh_TW.mo inside the folder in the plugin language folder.
however it’s not showing the translation still, can you tell me if I am doing things correctly to translate the plugin?
