Tracking Information

The tracking carriers are coming from this list: https://developer.paypal.com/docs/tracking/reference/carriers/

The plugin provides filters to modify the tracking carriers, status, or the tracking data: https://github.com/woocommerce/woocommerce-paypal-payments/wiki/Actions-and-Filters#add-custom-tracking-carrierstatus

So while this carrier is not supported by PayPal for your location, you could add a custom Carrier, like this:

add_filter('woocommerce_paypal_payments_tracking_carriers', static function(array $carriers): array {
    $carriers['CA']['items']['OTHER'] = 'USPS (Canada)';
    return $carriers;
});
