tracking downloads

I’m a WordPress beginner. I have set up a button for downloading a file. I also set up the button to send me an email when it is clicked. The purpose was to tell me how many times the file was downloaded.

However, after clicking the button, the user still has to click “save as” to complete the download. If they don’t, the email won’t give me an accurate count.

Can Woo Commerce plugin give me an accurate count of actual downloads? And can this be done even if the download is free?
