Trackbacks are interfering with posting comments

I ran into a weird issue. I have a post that would not display the comment form at the bottom of the post. I checked the “discussion” form and verified that both the “Allow Comments” and “Allow Trackbacks” were checked. The only way I was able to get the comment box to appear was to manually add a comment in the admin menu. Once this was done, the comment form appeared. I checked several other post that exhibited a similar behavior and in all of them, the first “comment” was a trackback and the comment form was not displayed for the visitor.

Any suggestions and what might be causing this issue?
