Track commissions after form submission (pro version?)

We have an auto glass client who uses affiliates to submit quotes and request for auto glass repair and replacement. We are looking at replacing their current system with this plugin. I need to know if we move to this system whether pro or not pro if we can do the following:

1 – Affiliate could click their own link and submit a form (gravity forms preferably). Affiliate would get a commission if that form submission actually turns in to a sale. Meaning, sometimes forms may be submitted but an insurance claim is denied or the customer decides not to replace their windshield so we don’t want them to automatically get a referral fee if the sale doesn’t happen. Can it track this?

2 – Affiliate can then share their own link and anyone can submit their own request for windshield replacement by filling out the form. I believe the answer is yes on this one because the point is to share the link so others click on it. We just don’t want to track clicks, we want to track form submissions and then on the admin side be able to pay those out if actually earned.
