Top admin bar not showing on front end

Hey all, I’m having a problem where the top admin bar isn’t showing on the front end.

I search the forums and tried all the suggested fixes and no luck.

The “admin bar” option is selected in settings

wp_head & wp_footer are both in the theme files

No filters are excluding it in functions.php

I’ve no idea where to go from here!
