Top Ad block not displaying ads

I have tried everything I could think of, to make the ad show up on the top bar but in vain. I have used text, custom html and Ad Inserters but none of them seems to work. The issue seems to be with the javascript because, if I add a line of text, it works fine.

Any pointers here wonderful people?
