    The tooltip display based on the theme activated and once added the description from the back-end for the shipping method.

    Click here to review how to add tooltip description.

    Click here to check how it display for the default themes.

    Please make sure that, tooltip does not hide based on the activated theme style.

    Or you can provide us the Theme name which is activated so, we can review it at our side and update you that tooltip display for that particular theme or not.
