tools to manage and authorize new user registrations

Is there some plugin that will enable me to manage user registrations? I require every user to register but it is an unmoderated process where any valid email can get a login (username/password) automatically sent to them. I would like to have the ability to review (approve/reject) each registration before providing the username/password to new users.
