Toolbar show by default?

I’m really trying to restrict what users see on front and backend. I also have a couple of post types that I’m using add_node to show.

I have been testing and one of my test sites shows the toolbar and one didn’t… until I allowed it through the superadmin account.

So, my question is: Does it show by default? And if not, how can I? (I want it (my version of it) to always show when logged in, on all sites)
